Hong Kong's five-year plan: a new governing architecture
18/09/2026
In an article on Hong Kong's first five-year plan, Prof. Christine LOH, Chief Development Strategist and Adjunct Professor in the Division of Environment and Sustainability (ENVR), identified its defining feature as a pragmatic, executive-led systemic governance framework rather than a collection of standalone policies. She highlighted that the plan prioritizes economic restructuring and long-term transformation via measurable indicators and cross-departmental collaboration, with exemplary mission-driven development in maritime and aviation sectors, though it lacks full mission-oriented deployment in finance. Meanwhile, the Northern Metropolis stands as a key test for the government's systematic planning to achieve inclusive, low-carbon urban transformation.

He added that men were also more likely to work in industrial jobs with long-term health issues. In contrast, women tend to be more engaged in their communities, which improves mental health, whereas men frequently face social isolation following the loss of a spouse.
