Analyst sees limited impact over removing baby ban

In a radio program about Sichuan lifting the baby ban on unmarried couples, Prof. Stuart GIETEL-BASTEN, Professor of the Division of Public Policy (PPOL), said the move is a good policy change but probably would not encourage people to have children and explained that the move did not address some of the underlying reasons as to why fertility rates were so low in Sichuan and elsewhere.
